Ensure that the victim gets justice & the defaulter (abuser) gets the maximum punishment by law. It is true that if people abide by the Islamic rules with regards modesty & relationship between men & women & families, there might be no cases of such abuses or they'd be minimum.

those found involved in sexual abuse & harassment, like life imprisonment or castration. Rapists are worse than animals, as sexual abusers are. They should be isolated from humans because they are worse than viruses. They should not be allowed to walk freely among other humans.

If you find out that a child is being abused in a family, the Islamic ruling is that, such a parent has forfeited every right to that child.

Offer premarital counseling & post marital counseling too. Enlighten the people you are teaching, if you are a religious scholar. Make time for discussing such topics & educate the society the dangers of such immoralities. When you identify an abuser, make sure he gets punished.
